In Mario Maker you have to finish the level before before uploading. I can’t believe Mario Maker has more stringent upload policies than Steam.
There’s a very clearly defined win state in Mario though that can be checked automatically. It’s a lot more work for larger games.
For five minutes can you at least play test your game via Steam for five minutes?
